STANDING CHAPTER BOARD RESOLUTION NO. 3

 

A RESOLUTION AMENDING CHAPTER RESOLUTION NUMBER 3, SERIES 2023 ON THE NEW STATUS OF CHAPTER MEMBERS

 

August 22, 2024

 

WHEREAS, United Architects of the Philippines - Davao Chapter recognizes the importance of maintaining adequate financial resources to support the operations and initiatives of the organization;

 

WHEREAS, there is a need to define the Status of Members to provide comprehensive information and facilitate the ease of managing chapter general membership;

 

WHEREAS, the Board of Directors deems it necessary to revise the penalties for late payees for the effective management and sustainability of the chapter;

 

WHEREAS, the chapter membership fees as per Chapter Resolution #03, Series 2023 has been set and approved by the membership, as follows:

 

Chapter Membership Fees:

1. Annual Chapter Due                 - Php. 2,000.00
2. Applicants
   1. Membership Fee             - Php 1,000.00
   2. Induction Fee                  - Php 1,500.00
   3. GMM Fee (3GMM)         - Php 1,500.00

*Total of Php 6,000.00 (rounded down to Php 5,000.00)

 

NOW, THEREFORE, BE IT RESOLVED, that the following changes to the New Status of Members are approved:

 

NEW STATUS OF MEMBERS:

1. Applicants
2. Regular member
   1. Regular – Participating member
   2. Regular – non-participating member
3. Dues-delinquent member
4. Dormant member
5. Elder
6. PWD

 

 

 

DEFINITION OF PROPOSED MEMBER STATUS:

1. Applicants – New passer or transferee architects who aspire to become a chapter member.
2. Regular

• Active-paying member who has settled the chapter dues by September 15 and national dues by September 30 of the current fiscal year.
• A regular member will be able to receive Chapter Event Updates through e-mail, access the UAP Davao Chapter Website, Architect’s and Supplier’s Directory, and RSVP for Chapter Events.
• Participating and Non-Participating Regular members will be determined by the of fiscal year through their active participation in the chapter events as indicated in below description:
  1. Regular – Participating
     1. Member with more than 50% participation in official chapter activity, but not limited to General Membership Meetings (GMM), and other official chapter, district and national event in any given fiscal year as determined by the attendance tracker in the Chapter Website.
     2. A regular – participating member will be able to receive discount incentives in any Chapter activities as approved by the Board of Directors.
  2. Regular – non-participating
     1. Member with less than 50% participation in any official chapter or national event in any given fiscal year as determined by the attendance tracker in the Chapter Website.
     2. A regular – non-participating member will not be able to receive discount incentives in any Chapter activities as approved by the Board of Directors.

1. Dues-delinquent member
   • Any member that has not paid the annual chapter dues on or before September 15 and national dues on or before September 30, for any given fiscal year, thereby temporarily strip from membership rights and privileges until settled within the fiscal year.
   • If the delinquency continues until September 30 of the following year, the National Board of Directors shall by resolution recommend among others, to the PRC through the PRBArch possible suspension of the delinquent member from the practice of architecture in accordance to article IV, section 4.3. Effect of non-payment of dues of UAP By-laws S. 2014
   • The delinquent member, in addition, is required to pay their outstanding balance, penalties and attend two (2) consecutive general membership meetings within the fiscal year to revert their membership status.
2. Dormant
   • Member who has not participated in any chapter and national event nor practice architecture for more than 3 fiscal years
   • Dormant members are also considered delinquent members and are required to pay their outstanding balance and attend two (2) consecutive general membership meetings within the fiscal year to reverse their membership status.

 

1. Elder
   • Any regular member who are eligible for the Senior Citizen One-Peso Payment Program under Chapter Resolution No. 7, s. 2023
2. PWD
   • Members who are identified as Person with Disability are entitled to 20% discount in accordance with RA 10754 or otherwise known as the Act Expanding the Benefits and Privileges of Persons with Disability (PWD) provided that the member can present valid identification card.

PENALTY FOR LATE PAYEES

Based on the new member statuses, a penalty increased from 50% to 75% of the Chapter Dues will be employed to late payees, within the fiscal year. If any member fails to pay within the fiscal year, that member will be automatically tagged as dues-delinquent member.

 

Sample computation for fees incurred penalties:

1. Annual Chapter Dues              Php 2,000.00
2. Penalty (75%)                         Php 1,500.00

             Total of Dues:                        Php 3,500.00

 

REQUEST TO TRANSFER

Any member who wishes to be transferred will be made in accordance with the rules and regulations prescribed by the National Board of Directors article 2, section 5.4 Membership in Chapter of UAP By-laws S. 2014

 

IMPLEMENTATION AND COMMUNICATION:

The chapter treasurer and the membership committee will closely monitor the resolution of new member status and update the relevant records accordingly. Incurred member status will reset every fiscal year and will serve as a guide for the chapter treasurer and the membership committee in their transactional updates.

 

The chapter is directed to communicate these changes to all members, update the chapter website accordingly, and ensure the proper implementation of the revised new member chapter dues and status of members.

 

EFFECTIVE DATE:

These changes to the New Member Chapter Dues and Status of Members shall take effect immediately upon the adoption of this resolution.

 

RESOLVED FURTHER, that all other resolutions or parts of resolutions in conflict with this resolution are hereby repealed or modified accordingly.

 

RATIFIED and APPROVED by the general membership this 22nd Day of August 2024, during the 2nd General Membership Meeting of the UAP Davao Chapter held at Balai Inato, Juna Rd, Juna Subd. Matina, Davao City.
